HR carries the highest Culture & Skills weighting in this assessment, at 35%, and it is the one industry where that is not a comment on capability but on exposure.
Eightfold, HireVue and SeekOut make decisions about people, or shape the decisions humans then make. That places them in scope for employment law, for equality duties, and for a candidate's right to understand how they were assessed. A screening model trained on who you hired before will reproduce who you hired before, including the parts you would not defend in writing.
None of that is an argument against the tools. It is an argument for knowing whether your team can explain what a tool did, and whether your process is documented well enough that a decision can be reconstructed months later.
The other dependency is job and candidate data. Matching quality is set by how consistently roles and skills are described, and most agencies describe them differently on every requisition.
